About Us:

Volunteers of America-Greater New York (VOA-GNY) is an anti-poverty organization that seeks to end homelessness in the New York metropolitan area by the year 2050. We focus our continuum of care to address the most prevalent causes of homelessness: (1) lack of affordable housing; (2) unmet health needs, including but not limited to mental health and substance use; and (3) lack of jobs that create wealth. In each of these areas we strive to incorporate strategies that address issues of racial equity. We know that our clients are confronting longstanding barriers to accessing quality housing, healthcare, and employment. Our programs are designed to ensure that our clients do not have to face these challenges alone.

Now in our second century of serving those in need, VOA-GNY understands what it takes to heal families and individuals who are in crisis and have experienced trauma. We operate and provide services in emergency shelters, transitional housing, and permanent supportive housing for close to 11,000 men, women and children through 65 programs located in New York City, Northern New Jersey, and Westchester annually. We are one of the largest providers of services to families and individuals experiencing homelessness in the Greater New York area, serving survivors of domestic violence, people living with HIV/AIDS, veterans, and others who have behavioral health or substance use needs. Many of VOA-Greater New York’s programs are nationally recognized and meet the rigorous standards of accrediting bodies CARF, COA and the NAEYC.

Position: Research and Evaluation Specialist (ADM160)

Summary:

The Research and Evaluation Specialist leads the agency’s program evaluation efforts and to conduct supporting research and evaluation activities.


Minimum Qualifications:

Master’s degree in evaluation, social science research methods, or related field with 5 years of demonstrated experience in conducting evaluations and carrying out analyses of complex systems using quantitative and qualitative research methods.  Experience with online reporting tools and advanced statistical software (e.g., SPSS, SASS, or R). Experience in nonprofit organizational development, social service models, and program development. Experience conducting research and evaluation activities for programs serving low-income children and families, the homeless, the elderly, and the disabled. Ability to provide teaching and coaching assistance across the organization about the use of data, analysis and research to further the agency’s mission and vision. Ability to clearly communicate complex information to a diverse set of audiences. Basic understanding of relational database architecture and information management; must be able to recommend necessary improvements and adaptations to the agency’s existing data and reporting systems while simultaneously conducting programmatic research and evaluation.


Supervisory Role:

This position does not have supervisory responsibilities.


Principal Responsibilities:

The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable.

  1. Provides leadership to agency leadership, program managers and quality assurance staff in identifying appropriate outcomes measures and planning, designing and conducting evaluation and performance measurement activities.
  2. Oversees data collection through various means including observations, survey instruments, client assessments, etc. Provides guidance regarding effective evaluation and performance measurement models, methods and systems.
  3. Develops evaluation plans, tools, and protocols using diverse approaches and methods.
  4. Analyzes data collected as part of program evaluations and develops evaluation reports, performance dashboards, and formal recommendations for program replication and other performance and quality improvement measures.
  5. Translates performance measurement and evaluation results into content to enable the use of data in presentations, usable graphics, fact sheets, and other materials used for reporting and learning purposes by staff, the board and in public forums.
  6. Advises staff on performance measurement, performance and quality improvement (PQI), and evaluation activities as they relate to grant requests and contractual obligations.
  7. Provides evaluation, data collection, and PQI-related training to agency staff and assists in developing their data collection, performance measurement, and evaluation capacity.
  8. Provides guidance and oversight to agency interns and volunteers assisting with outcomes evaluation, performance measurement, and other data collection and reporting activities.
  9. Develops and coordinates community partnerships with academic research centers, independent evaluators and other potential partners with an interest in research and evaluation.
  10. Perform other related tasks as assigned.

Expected Results of Principal Responsibilities:

  1. Appropriate outcomes measures and planning, designing and conducting evaluation and performance measurement activities identified.
  2. Effective evaluation and performance measurement models, methods and systems are utilized. Data collection is performed.
  3. Evaluation plans, tools, and protocols using diverse approaches and methods are developed.
  4. Data is analyzed and recommendations for program improvements are identified.
  5. Data and performance results are presented in understandable and usable formats.
  6. Performance measurement and evaluation information is accurately provided for grant and contract development.
  7. Relevant training is provided as needed.
  8. Guidance is provided to relevant staff in the areas of outcomes evaluation, performance measurement, data collection and reporting.
  9. Community partnerships are developed.
  10. All other related tasks are completed on time and accurately.

Work Environment:

While performing the duties of the job, the employee will be in an office environment performing administrative work.


Physical Demands:

While performing the duties of the job, the employee is regularly required to have visual acuity, talk and hear while communicating with peers and/or vendors. This position is sedentary and requires sitting for long period of times. The employee must occasionally lift and/or move items up to 20 pounds.
