JOB SUMMARY

The primary responsibility is to ensure the success of the Design Review Team (DRT) program by maintaining an orderly and efficient operation in facilitating land development projects through the review and approval process. This individual will review and coordinate projects between a select group of specialized employees from within the Department of Engineering and Development Services, PLAN and various regulatory agencies outside of the department. The job entails working under limited supervision.

 

 

ESSENTIAL JOB FUNCTIONS:      

  • Understand land development, site planning, landscaping, transportation, stormwater, and construction.
  • Track progress, monitor workflow, and facilitate land development projects as the liaison between the Design Review Team members, other internal staff, external agencies, public officials, citizens, developers, business owners, architects, and engineers.
  • Receive, process, and distribute applications, ensuring workflow is orderly and efficient.
  • Effectively dissect, understand, and resolve complex land development conflicts while maintaining positive communication with members of the public, land developers, engineers, contractors, architects, state and local officials.
  • Serve as facilitator and administrator to the DRT committee members by keeping accurate records while maintaining current project status awareness on all pending and approved land development projects.
  • Ensure reports, documents, and commentary pertinent to the success of the project are delivered in a timely and highly professional manner.  
  • Administer all facets of the DRT program to include scheduling meetings, fee collection, and delivering accurate information to each member of the design review team. 
  • Routinely and independently respond to and handle a variety of inquiries and requests for information. 
  • Exercise good judgement and use a team-oriented approach to problem-solving and conflict resolution. 
  • Review land development applications to ensure they are complete and correct.
  • Ensure applications, permit files and certificates contain accurate information as required by law and the adopted codes.
  • Ensure all documents are stored in an acceptable format and archived as required by law.
  • Maintain a database of files for reference and storage.
  • Initiate conflict resolution discussions with appropriate individuals, always maintain a high level of professionalism, and exercise tact and courtesy while leading a team of professionals
  • Assist applicants by answering questions, explaining the review and approval process, and providing direction as needed.
  • Serve as first point of contact for inquiries and updates on status of progress of an application in review.
  • Create all approved permits in a database and attach all forms and correspondence to the database file for a permanent record.
  • Performs other related assigned duties.

 

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate's degree and three (3) years of prior work experience; 
  • Or equivalent combination of education and experience;
  • Valid South Carolina driver’s license.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of department practices, services and specifically the Town of Mount Pleasant Code of Ordinances and legal aspects of Code Administration.
  • Knowledge of the land development process, construction documents, and the permitting process;
  • Skill in the use of oral and written communication.
  • Skill in data processing;
  • Ability to manage multiple tasks in a detailed and effective manner;
  • Ability to deal tactfully with disgruntled members of the public.
  • Ability to manage the work of subordinates.

 

PHYSICAL REQUIREMENTS:

There may be a need to visit construction sites occasionally and walk over rough terrain.

 

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision, distance vision, usage of computers and reading.

 

This position requires substantial repetitive motion of wrists, hands, and fingers.  The employee is frequently required to stand; walk; use hands to finger, handle, grasp or feel; and reach with hands and arms.

 

The employee consistently maintains balance either sitting, standing or walking and is occasionally required to stoop or crouch. The employee may occasionally push, pull or lift and move objects up to 10 pounds.
